Engine surges when at steady crusing speed, wtf?

Topic says it all. I was driving my girlfriend home tonight and I noticed that while keeping a steady speed, the car tends to 'surge'... pick up and then let off... under acceleration it's ok though (WOT as well)
I know I have a surging idle problem too (though it gets better when I shift the trans into drive), and that 'marbles in the engine' sound is still there (someone said it was timing chain, I don't think I'm argueing that anymore, but I still have to have it looked at.)... I just did cap, rotor, wires and plugs also.

So, with that info, what do you think the surging is, and what can be done to fix it? Any and all information is greatly appreciated.

check your timing. It will do that if it is advanced too far.

check the timing first, but it might also be TPS, fuel pump or fuel filter.
