3.1 "chugging" from 1500 to 2500rpm

My sons 92 Firebird, it has the 3.1l in it. The car will start to "chug" between 1500 and 2500 rpm. When I push the pedal to the floor it doesn't do it, only at part throttle. I've replaced the Fuel Injectors (new set from Southbay), Coil, ICM, Cap, Rotor, Plugs, and Wires. The car doesn't throw any codes. Doesn't smoke or smell funny. The engine just isn't happy. I cant find any vacuum leaks- and it only doesn't it under a load. When it starts to chug, if you put it in neutral the car revs just fine.

Any ideas what I should check or replace?

when you're pushing it to the floor to make it stop chugging , is this going down the road, as in under load?

Under load going down the road.

Update- replaced the fuel pressure regulator and all seems to be fine now! fingers crossed!!
