Also depends on what your definition of "cheap" is. My ram air system set me back about 90 bucks, and 2 weeks to get it done. and thats not even using K&N's.
you could cut out the bottom of the air box, thats free, you just have to own the dremel/air compressor & wizzer wheel for that though.
go to parts store and buy a spark plug gapper and gap all plugs to .050. It helps.
Could buy a MSD replacement coil pack. About 42 bucks all togeather with S&H from summit.
Though not all that cheap you could get the Dynomax cat back (140) and a Catco high flow cat (60) and pick something up too. You'd also sound better.
I'm sure the first thing tomP is gonna say is do the "complete tune up" so I will save you from that. Though he will probly post it anyway.... I swear he has a fetish for that tune up thing...

Cheap.. Nothing for cheap will help the 2.8… Look into a dynomax cat back----139.99, a catco high flow converter----59.99, msd coil---39.99, msd 6a----169.99, crane 2030 cam 159.99, 4.10 rear gears 199.99, comp cam 1.52 roller tip rockers---109.99

u have same dual intake as mine..
just open the air boxes in the front of the radiator... and cut the bottoms out.... thats cheapest to do...(get a saw blade for 3 bucks = hard way or easier is get a dremel ...
fastest way is a whizzer wheel thanx to cvamaro_hunter for that..

talkin about camshafts.... the cheapest cam is a wolverine blue racer.. that has the same grind pattern as crane (even better than crane atually...(same company) edelbrock is expensive but the same grind ,...)
the wolverine runs 119$ from jcwhitney.com
the crane runs 159...
i think edelbrock is even more..

the blue racer is the same grind but with just a little more exhaust lift
the blue racer ...jcwhitney claims will work with tthe stock ECM
well both are crane subsidary companies for one ..wolverine and crane cams
but hte major diff is crane claims the 2030 is 50 state legal...
the other does not

Like Bluerocket said, you better do a major tuneup FIRST, in order to get the most performance out of any power part you put on. Click on "search" at the upper right hand corner of this screen, and search for "Major Tuneup".
