It's hard to tell if those are taped seats or if the seats are just real messed up.
Can you tell us or take a better picture of the holes and seats?

To me, it just looks like the holes are wallered out a little. The seats definitely don't t look tapered to me. I think the previous owner over torqued the wheel and ruined the washer
It seems like a two piece wheel. It has some piece in between the two halfes that moves around when the wheel isn't bolted down.

yea, perhaps some serious over-torquing of the nuts caused the washers to distort, but still, shank style lug nuts should use flat washers, your setup just seems to have too much slop between all of the required components (wheel face, washer, nut, wheel stud)

What about possibly using gorilla washers, or possibly using some oversized grade 8 thick washers? You guys think that would work?
I'll take the wheel off tomorrow and see if I am using too small of a shank lug nut for it. If it is fairly tight in there, I may just get a pack of stainless steel oversized washers and throw on there
