I have the air horn off and 2 plungers fell out when I removed it.
Both look identical. about 1/2 inch long. I believe 1 goes on top of the TPS sensor plunger and sticks up thru the air horn.
Not sure where the second one goes...maybe behind the TPS adjusting screw?
BTW any tips for reinstalling the airhorn and getting everything to stay in place? (ie. plungers, tps, pump assembly etc.)

The plunger is circled with the smaller circle...this is right where it landed when the airhorn was pulled off.
There is a second one.
One of these sits on top of the TPS plunger...where does the 2nd one go? behind the TPS adj screw?
I did check out that site and actually already have that diagram but it does not list a 2nd plunger.

2nd one looks identical to the one lying there helplessly.
Fell in same area but I grabbed it so it would not fall in somewhere.

Here it is next to the adjustment tool.
the reason I am checking is because I am trying to adjust the voltage to .48 volts on the TPS but it does not seem to make a difference when I turn the screw.

I'd suggest just to replace that TPS if you couldn't get a voltage variation out of it. I've had to change mine 3 times in the last 4 years, they seem to die a lot. Judging by the yellowed plastic plug socket, it's probably quite old (white when new). Also, i've seen a bunch of reman'd cc QJets come out of the box with an old or non-functioning TPS. Wells p/n TPS-100, about $25. There should be only one plunger for it, I think Lo-tech got it right with his response. I use a little bit of lithium grease to make the TPS plunger stay put in the airhorn when re-assembling. Also make sure that the little "hook" in the airhorn for the TPS setting stays up, and contacts that little **** on the edge of the TPS body when you're setting the airhorn back on.
