If your odometer also does not work, it might be the Vehicle Speed Sensor.
Gain access to the buffer which looks like this:
It’s located behind the IP on the right.
Connect an audio amplifier to terminal A yellow wire to make sure it’s getting a signal.
Ground to ground, the signal wire to terminal A yellow wire of the VSS.
With the car on jackstands listen for a hum from the amplifier when the rear wheels are rotating.
If you do, then find out if you get a hum from terminal C tan wire.
The tan wire then goes to the speedometer unit.
If it gets to the speedometer but the speedometer does not work, have it repaired or replace the unit.

Hello , if it is a 91 and there is a curcit board which slides down in the corner on the bottom you will have to repair the board, I repaired mine and cost me 6 bucks. You also have one for the tach too.

Re: Speedo doesn't work 91 camaro
where is that circuit board located again?, I have the same problem with my 91. I've been told different things except that, could you be more specefic on location so I can go out and check myself. I'm in the process of just getting gauge replacements for under my dash, cause I've got two instrument panels that seem to have the same problems. I'm confused at this point, that's why I decided on just getting replacements.
