Yes it's restricted. Even though without it. I never had oil issues. Just needed and adaptor for a 90. So I bought a restrictive plate.

In my experience I feel no need to have any oil left in the turbo removed unless it was serious inlet feed. Me and a guy were talking that if all the oil drained or was pumped out after shutoff....
