Not quite sure why you would have POR-15 on anything that needed buffed out. Perhaps I'm missing something....

Anyway, check out www.por-15.com. They state "it dries to an incredible rock-hard, non-porous finish that won't chip, crack, or peel". The stuff is great at preventing chassis rust and beautifying suspension parts but it's not exactly easy to get rid of.

Well, heres the story. I show my dad rust underneath the hood, and he says we need to fix this now. He scrapes it, and puts por 15 on it.

Some of it drops and he wipes it off with a towel. He later says it can be buffed out.

por15 also sells a product i believe that removes their rust inhibitor stuff, but i'm assuming its not too friendly when used on paint.

here it is

What did it get dropped on? It probably won't come off w/o the help of a grinder like TA 83 said.

Its not coming off.. at least not without destroying any finish it might be on..

funny about the dad thing.. when I got the TA in 95 a good portion of my time was spent replacing/removing all the hokey fixes and mistakes he made to it since 81..

Axle/Gears: ones that turn.
That solvent will remove it before it dries...not after.
It'll have to be ground or sanded off.
