Suck it in!
I bought my '82 Trans Am from a professional racer back around graduation. She sat for two years being ignored. My dad and I are restoring her. The passenger side back seat, its seat belt is locked as if the brakes are applied. Only the smallest of passengers can use it.
Any help will be greatly appreciated, thanks.

thanks, i was afraid that that would be the case. i was hoping that the seat belt locking mechanism needed greased.

Don't know if older (or other) work the same but, in my '87, the rear rear pass seatbelts are a 1-pull for the correct length then 'ratchet' tighter as they retract.
Untill the seatbeat fully recoils/retracts, you cannot pull it out further again.
Both sides work like this so, I'm somewhat positive they didn't fail at the same time.

I had that happen once to the rear seatbelt on the driver's side. Someone sat back there, and a couple days later I noticed it was stuck. So I removed the seat... there was a piece of plastic on the bottom of the retractor that worked it's way loose (it was like a clip or something) and was jamming the mechanism. All I had to do was move that piece of plastic and it was good again. Maybe it's the same easy fix for your rear belt? Remove that side's seat bottom - use a 13mm socket on the single bolt at the middle of the seat's bottom, about an inch above the floor. When the bolt's out, just lift the seat bottom up and pull towards ya (it's velcro'd to the rear carpet). Then have a look at the bottom of the stuck retractor. I didn't have to unbolt the retractor from the car, I was able to see the problem easily.
