what are these relays for?

Relays on the passenger side of the master cylinder are for fog lights, fuel pump relay, and maf and maf burn off. Hard to move I'd think, maybe fab up a nice looking cover for them. Note that fourth gen cars had all this stuff in a box, big improvement in looks.

I'm not very dedicated to my car anymore but, when I statrted (before many engine bay problems that made me not care about chipping paint anymore as shown) and hide all wiring in the bay.. here's where I put my important relays. (most paint damage is from shoving different airboxes in there for a 'stock' look)....

Since that is a 91 model, the items you have circled are the wiper motor, fuel pump relay, and the coolant fan relay.
91 models had MAP and not MAF.

if you remove the cover over the cowl area and look back in on the drivers side there is a lot of open area.It would be pretty easy to hide the wiring and relays in there where it wont interfere with the wiper arm operation! I have allmost all of my ignition wiring hidden in there

I don't have those specific relays on my car so I dont know exactly where the wires come from but just follow the wires down to a point where they are out of sight then drill a small hole in to the cowl area cut the wires and pass them through the hole. You will have to probably extend the wires so you can easily get to the relays in the cowl area but then just tuck the wiring in and remount the relays (just for the younger or less experianced people reading this I would recommend allways soldering any connections and using rubber grommets when going through a hole)

Also another easy cleanup, if thats a current picture and you have the engine out..... would be to move the headlight harness that goes on top of the drivers side frame rail to inside the frame rail.
Haven't done mine yet but next time engine is out its gettin done!
