Ground effect on door removal?

Ground effect on door removal?
I am changing door on my car and need to change the ground effect piece on the door. Looks like it is rivited in place. Can I drill out the rivits? Can I use self tapping screws to mount the new piece on?

When you take the trim panel off, there should be access holes to the back side of the panel and the speednuts holding it on the door.

What trim panel are you talking about? The ground effect itself? It is what appears to be rivited. What other trim panel is there?

remove the door panel and on the backside of the door will be 3 or 4 speed nuts. there are 2 other speed nuts on the very edges of the door, these are exposed, ie. not behind the door panel.

Sorry, I'm used to describing things to technicians, and don't think about the everyday terms we use, as being non-layman terms.
You must remove the interior "trim panel" the fabric covered cardboard piece that is what you see when the door is closed and you're driving. It covers all the hardware, and the arm rest and handle bezel are part of it.
They are retained by screws and multiple clips, as well as the upper retainer...
Depending on whether or not anyone has been into this door before, there should also be a weather barrier, a large piece of plastic or tar paper covering all the acces holes to the window and gears for the window regulator...at the bottom of the door, on the inside, there will be some quick, or "speed nuts" holding the gd effects to the door.
