The bumper cover will flex out of the way, just be careful not to pinch it too much or chip the paint or something. A thin shaft screw driver helps just make sure the Philips head is the right size or it might strip out the inside. Otherwise you can try tilting it with the adjustment screws to gain better access.

Thanks everyone i got it now. Do you think gm engineers could of came up with a better way to change light bulbs. I wonder how many people have scratched the hell out of their cars trying to figure this out.

GM did that so you would take it do the dealer for a $30 headlight and $50 labor to install it 
but now you know how to and can even put a set of silverstar headlights in for cheaper than the dealer

I just changed the headlights in my iroc, and I can't seem to access the side to side adjustment screw.

to avoid headaches and a lot of swearing, I would only loosen up the lower screws half way or so while undoing the top ones all the way. It should allow you to be able to slide the bulb out without removing the entire bezel. No parts falling, no screws disappearing, no throwing tool in anger
