As someone who's been in the wrap/vinyl decal/sign business my whole life, I can tell you that if it's the right kind of vinyl, I'd certainly be able to wrap the blisters. If it's not the right vinyl, or if you have no experience, I'd imagine it could be tough. I'm gonna throw out a guess, (though I don't actually know) but I'd imagine the factory blisters were actually painted the stripe color. Yes? No? Anybody know for sure?

I bet your correct on the hood blisters being painted. I didn't think of that. I wonder how I could get the paint code for that? Thanks
What color stripes? I'm sure you could have a body shop match whatever vinyl stripe you got. ....or take it to a shop that does wraps, and have them wrap it. ...or just give it a go yourself. Not saying it's impossible, especially with modern stripe kits. It's probably good quality vinyl.
Yes, they were painted... I painted mine when I added the silver stripes to my purple Haze car.
Black is pretty easy... For silver, I used a 92 GM silver... And it matched perfectly. I doubt it was a one off color. Use the same color from that year... For red stripes, use the 92 bright red.....
They were not painted. They were stickers. Perhaps the hood blisters on z28s were painted but the the wrapping went over the blisters and the back trunk lid area.
I also do vinyl for a living. I have wrapped alot on my car including the blisters. I believe the originally they were painted. The blisters were removed and the vinyl stripe layed down then the hood blisters installed afterwards. Stripe kit vinyl is usually not the same as wrapping vinyl. Wrapping vinyl can be used to cut stripes but stripe vinyl shouldn't be used to wrap. I used 3M Carbon fiber. To wrap the blisters properly I had to inlay a couple pieces on the inside downturns 1st. If you have no experience with wrapping I would not suggest taking these on, they are a little tricky for a beginner. I would be curious to see the cost difference in wrapping the blisters or paint?
I also made smooth inlays wrapped in gloss for those Screen looking things. Mine were horrible and didn't realize until after I was done that those can come off and be refinished.
