Are you talking about the inner plastic fenders, if so go to a junkyard and get some. all you need is a pair of wire cutters to pull out the plastic pop clips, and a 7mm nutdriver. (Its easeir if the car has no wheels btw...
I took mine and scrubbed them up really good then I painted them (a previous owner ran over some wet road paint)
Oh DO NOT CUT THE POP CLIPS OFF, simply put the cutters on either side and pry out.
hope that helps..

It depends, if your talking about the front or the rear. In the front you can replace the "wheel well", it's the plastic inner fender that Okfoz was talking about. I don't know what lines the rear wheel wells.

Is it a rough surface? I think that might be some kind of undercoating--it covers the metal in the wheel well. Should be good metal under there--unless the car was rearended hard.

I have the same problem. It's a seam sealer that dries out with age. I'm going to remove the old stuff, re-seal it and then undercoat the wheel well.

There are 2 types that I know of. One is in a caulking tube and the other is in a quart can and is supposed to be brushed on. I have to read them better to see which to use. I'm just using plain old rubberized undercoating. Worst part is going to be making sure the old surface is grease/oil/crap free before applying new stuff.
