I've encountered this a few times, try replacing the fuse on the under-dash fuse block labeled ARC.

With it wired the correct way, with the constant hooked up, does it work with the car on accessory? If so you'll turn it off but lose all presets and time, ect. Then the constant isn't getting juice...I've seen people hack into another constant when all they had to do was replace the ARC fuse.
When I had an aftermarket deck in my bird the previous owner had hacked the constant from the plug at the back of the stereo to the main power from the cars harness for the same problem you describe, then I fixed it this way.
