Take out the secondary rod hanger that's held in place by a single screw between the secondary air valves on top of the carb. I'll bet one or both of the rods has fallen out of the hanger and is laying down in the jet. If so, you can fish the rod out with a small pair of needle-nose pliers and reinstall them in the hanger.

But if it fell out once, it'll probably do it again. A replacement hanger with holes that aren't worn out larger is the real fix if this is your problem.

When the engine is off and cool, the choke will lock out the secondary throttle blades (the ones on the bottom).

With the engine off, push down with a finger on the secondary air valves (the ones on the top). Watch the rods & hanger - do they move up as the AV opens? If not, the plastic cam has broken.

With the engine running and air cleaner off, push on the AV with your finger - did they open? If so, your choke pull-off is shot.

AV opening is controlled by 2 things: The choke pull-off, which keeps them from "jerking" open, and the tension spring, which controls the rate and timing of opening (the pull-off will also affect rate).

Had to eliminate the pull-off, since this seems to be something that came on rather suddenly, rather than a mis-adjustment problem.

Since it doesn't recover, it does sound like a fuel problem, either too much or not enough. What Damon was chasing was too much. Do you get black exhaust while it is bogging out?
