Slight problem

I resealed the top end of my engine and put a single plane intake on it and a new timing chain. It's a 1983 Z28 with 305 with 170,000 miles on it. It is a manual. Everything is stock except the intake. Removed the emissions stuff and the EGR (wouldn't fit on the intake with the distributor).

When I start the car it smells like it is running rich even though it is ideling fine. The timing is set to factory specs witch is 4 degrees advanced. Hooking up the bwell meter to adjust the IAB there is no response. The car seems to be running fine except for that. Any idea's on what the problem might be?

What "emissions stuff" was removed other than the EGR? That may affect whether the ECM will achieve closed loop mode and allow adjustment. The engien also has to be fully warmed so the oxygen sensor is active and CTS is at minimum temperature for Closed Loop.

Removed smog pump and all of it's connections. Plugged the holes from where the lines are.
Engine was warm before testing.

Make sure the "Check Engine" light is not on while the engine is running. Make sure the TPS voltage is within range. With the EGR solenoid and AIR port/divert solenoids disconnected, the ECM may default to open loop mode and not operate the MC solenoid. What ECM is installed?
