Not in any universe I've ever travelled in....
A motor is just a chunk of metal. It doesn't "get used to" anything, in the usual sense of the word.
The driver might "get used to" it, and learn how to deal with it; that's about all the "getting used to" that's going to go on.

um, ok maybe it wasn't the smartest question but damn... anyway when i rebuilt the carb the car didn't ideal right i put the bad power valve back in... and guess what back to running right....

Idle mixture screws are part of the idle circuit, exiting below the throttle blades at idle (of all things).
The power valve adds fuel to the main circuit, which flows through the booster venturi, which has no flow at idle.
If a bad power valve makes the car run better, you've got some serious jetting problems. The PV adds somewhere between 4-8 jet sizes worth of flow to the main circuit. If a bad PV helps it idle, you've got the throttle blades way too far open at idle.
(In case anybody still believes the myth, a blown power valve does not affect idle in a properly adjusted carb. Of course, all sorts of things can happen with an improperly adjusted carb.)

He stated that the car won't idle with the new power valve but idles fine with the blown one, which lead me to believe that the power valve was dumping fuel at idle because it's blown out. Am I missing something here five7 ? Can't blown PV dump fuel at idle if the slots are open too much?

well five7 its was prob just my carb being poorly adjusted it was just rebuilt completely and i didn't know how to tune it so i had a neighbor do it maybe he didn't really know either... i have a new carb now i was just wondering it it was right or if i was just missing something.

A blown power valve can dump fuel in at idle if the throttle blades are open too far, but that's the point - if a blown power valve dumps fuel in at idle, the throttle blades are open too far. You shouldn't adjust the idle mixture screws to compensate - in fact, if the throttle blades are open too far at idle so that the power valve dumps in fuel, the idle mixture screws won't have any effect because they will be overwhelmed by the main fuel metering circuit.
So, this discussion is moot because you put on another carb anyway?

moot? sry dont know what that means, but yes i put a new carb on but i need to rebuild the old one again or just learn how to tune thats why i asked.

ok i understand... but no i still needed to know b/c i plan on rebuilding the carb, to either keep or sell and would like to fix it b4 either of course
