Sticking throttle/choke

Sticking throttle/choke

I have an 84' Camaro Z28 that has a sticking throttle problem. I'm running an eldelbrock #1406 carb and my issue is that I'll be driving down the road and when I let off the gas peddle it seems to stick at about 1300-1500RPM when going about 50mph. I have to hit the peddle a bit for it to kick back down to 800rpm otherwise it just wants to maintain 50 mph without my foot on the peddle, none of the carburetor linkage is binding and I've already disconnected the choke wire but still causes the same issue.
