Short answer.... yes! Other than taking off the cat there's no gains in HP and only issues because the ECM will get error codes when it finds a few of it's limbs removed... and CAT removal is illegal and won't gain anything you will notice. Now the old Cats will clog with age or running rich or miss. Canister has no effect on performance and only recovers hydrocarbons so why pollute? Any loss from EGR is offset by the ability to raise spark advance because of the small amount of exhaust let into intake that cools combustion and reduces a nasty emission but I forgot it's name. PCV is a good thing for engines and was installed on cars long before emissions standards. I just never found any reason to remove anything, only reasons to keep them.
Now this advice is out the window on a built performance engine but can still all be used for what most guys build for street

so like all that tubing coming off of the exhaust manfoilds i should leave on even if half is missing from it from the guy i bought it off of

Why don't you just replace what is missing? And be sure you know your states emissions laws before taking stuff out because it would suck to not be able to drive it.

I have found the less pollution stuff the better. You just have to remember that if you take it off you're gonna have to re tune the computer. If there is no E Check then I say don't mess with it. There is enough smart cars and Prius's and Smart cars out there to counteract a little extra pollution.
