Odd factory values?

I'm using the ARAP.bin and the 6Ev009.ecu mask and editing it using Winbin. Is it normal to have some really strange values right from the factory? Like the rev limiter is like 10000 rpm and the minumum RPM for highway spark mode is 6350 RPM? Is this supposed to be like this, just checking to make sure I have the right mask and everything, besides these values everything else seems right. I also downloaded another ARAP.bin that is supposed to have egr and vats disabled, but under VSS and EGR diag. flags the EGR box is still checked, is this supposed to be like this? All the other boxes in the other menus that say either VATS or EGR have been unchecked. Also, where would I refer to in order to find out what the flags are, like what does b1, b2, etc. mean? Just trying to begin to figure this stuff out, thanks for any help.
