EBL Flash NB VE Won't Learn Above 3600?

I've been doing some VE learns with my EBL to fine trim the fueling since the superram swap. I let the WB do most of the drastic changes and adjustments to WOT and am now letting the NB polish it off. However, I've noticed something a tad odd. When doing a narrowband learn, it never populates any corrections in any cells above 3600rpm.

Is there anything that could be causing it to drop out of closed loop above this RPM or anything in the WUD that limits the RPM range a NB learn is done in?

Change the upper value in this table:

BLM - RPM Learn Threshold
