I contacted Xtronics directly and they shipped to Canada with no problem. I requested "Regular Postal" which wasn't that expensive (maybe US$12.00). However, you will have to pay GST and PST (if applicable) when you pick up from the Post Office. Thank the Government for that recent change.

I'll be ordering mine this friday so if I request "Regular Postal" I will not have to pay brokerage?

No, if you have it sent by "regular mail/post" there is no brokerage. But you MUST pay GST/PST (if applicable)...that's a new law and NO WAY around.
But brokerage is the general "rip off" if you have it "couriered" and usually ends up being 50% of the original cost.

Is there anywhere in Florida, Tampa area specifically, that I can purchase a Pocket Programmer. I will be there next week and can save on the taxes and credit card exchange rates.
Have it sent usps air mail, its cheaper than ground, you'll get it faster and theres a good chance you wont have to pay any fees on it. Ive ordered about 15 items from the states recently, i got a 53 dollar charge from ups, 10-15 dollars for every ground mail item, and i only had to pay 3 bucks for 1 of the 8 air mail items i got.
