First thing, remove and clean the battery connection and tighten them backup good. Then try it. Still a problem, get under the car and do the same to the starter connections.

low battery or bad connection somewhere just like 82camaro said, make sure wires at starter are tight and clean and make sure same ything for all battery cable ends ! if you feel warmth on a battery terminal or post after trying to crank car over then you have problem at the heat ! also keep in mind that theres no such thing as too many ground connections on a vehicle, make sure all engine to body ground straps are good and connected, i like to add a second negative cable from frame to engine and to front clip metal too, i drill 3/8" holes and use 3/8" diamter bolts and washers and nuts to connect ends to metal,
the crimp-on style #4 copper ring connectors with 3/8" hole for use on battery cable ends are cheap i just use good used long cables to make extras for my daily drivers, i never ever have starting problems on my vehicles

Starter problem also!
I have had the same problem for a couple of years on my 91 RS.
I have replaced the starter 3 times, the ignition module 2 times, 2 batteries, and the positive battery cable and used 3 different VATS keys after I cleaned all terminals on the starter. I am now in the process of ordering a starter enable relay or I think they also call it the VATS enable relay which is located in the drivers side kick panel. I think it is a dealer item only and costs about $35. I will let you know how it turns out later this week.

I have a 91 and I have the same problem.. clicing when I try to start... now I dont even get any clicking... I am gonna try the battery connection and see what happens

I have come to find that the ignition wire to the starter doesnt even give any power when I turn the key... I hooked a test light up to it and when I turn the key I get nothing... Now I need to track down the problem along the wire and through the harness... what a pain in the ***...
