What are some possible reasons for the horn not to work?

The contactor ring under the steering wheel has slipped out of position, most common horn problem in 3rd gens.

Ok, I checked the fuses they were all good. What contactor ring are you talking about? Also, when I touch metal with the wire that connects to the horn button, I can hear a sort of clicking noise.

Engine: Internal Combustion
Transmission: Completed
Axle/Gears: ones that turn.
The clicking you hear is the horn relay - it's mounted on the 'convenience center'.
If you have a voltmeter, ground the negative probe, and stick the positive one in the connector on the end of the green wire going onto the horn, then press the horn button. The meter should read ~12 volts with the button pressed.
If so, it's possible that the horn has died or seized up, in which case you'll need to find a replacement. One from almost any GM should work; they come in two different 'notes', F and A (I think)...with F being the common unit and sometimes an A is added for the dual tone.

Maybe your not hitting it hard enough. Mine only works in those "oh ****!" moments.

check to see if they are screwed in good to the body, might have come loose and lost ground. also just a quick question is are horns suppost to work when the car is off???

Engine: 350 stock (big mods coming up)
Transmission: automatic for now (T56 coming)
The horn is supposed to work when the car is off ( Ijust checked mine).
Although in some european cars it doesn't work if the key is not in the ignition.
