I think that may be the hood maintenance light?
My car has the light under the hood, but the cable from it comes out about there, with the ground not connected to anything, and further in I found the hot end not connected either. It's on my to do list, but I haven't found an easy place to ground it either!

I have an 89 Iroc and that wire is not present in mine. However, it appears that it leads down into the fender well. Is it possible that it attaches to the bottom of the antenna?

hmm i have a blue wire on my 305 that is grounded with the braided line in that area. the loop goes under a screw/bolt on the runner on the passenger side rear corner.

I dunno, but I wouldn't let it worry you too much. I have that same wire in my 87 IROC, and it is still taped up in the bundle with the paper factory masking tape that GM uses on the rest of the harnesses. I'd be interested to see what it's for though, if anyone knows
