Check the wiring to and from the fan motor. My fan did the same thing until I found out that the idiot prev owner of my car decided to run a "constant on" wire from the 12VDC input at the relay straight to the motor, which, since it was grounded right next to the batt (aftermarket connection?) completed the circuit and ran all the time, probably because he removed or broke the air dam off and couldn't find out why the engine was overheating.

yeah sounds like the relay is being grounded, could be a broken fan switch (which was my case) it casued the relay to get power right when the ignition was on which would power the relay.

I wired my fans for manual control by running a wire from the green and white wire on each relay, to rocker switches i have in the ashtray (i haven't made a plate for them yet but may end up putting it up on the overhead console.) On the other end of the switch i put a wire with a ring terminal on the end to ground.

The wiring at the relays

The switches

Only thing i can think of is that the engine may never reach operating temperature. And possibly shortening the life of the fan motors. Most likely won't have any long term negative effect though.

keeping the engine from reaching operating temps is horrible. may keep it in open loop operation, bad gas mileage, and performance will suffer.

I had that problem and it turned out to be that my headers had melted my knock sensor (which was right below them). It could also be a bad bad relay or temperature sensor. I think I am going to put this argument to a rest by turning on my fans while the car is running and then use one of those thermometers that you point the laser at it and see how warm it is (coolant hoses, intake manifold, etc.). It'll give me something to do.
