HEI is GM's name for their electronic ignition that replaced the old points distributors sometime around 1975.
A non-CCC distributor has a metal vacuum advance can sticking out the side of it. Underneath the cap it also has a weight and spring centrifugal advance mechanism and a 4 pin ignition module.

If it was made after 1974, it's an HEI. That doesn't mean anything.
If your distributor was original, it wouldn't have a vacuum advance can.

That's a non-CCC distributor as evidenced by the silver vacuum advance can. Plug it into a source of ported or non-ported vacuum, depending on what you and your engine prefer.

Usually with a stockish cam it'd be connected to a ported vacuum source on the front of the carb. A ported vacuum source will have no vacuum at idle, but will see vacuum as soon as the throttle blades are opened.
