No power to starter...

No power to starter...
OK, the yellow wire from the ignition switch on top of the steering column, across the drivers legs, and down the drivers side kick panel, then under the carpet and would come up as a tan and white wire into the gear selector switch...right?
Whats happening is when we turn to "start", we get power on the yellow wire all the way to where it drops under the carpet...then no power at the tan and white wire on the gear selector switch...so where does it run from where it disappears under the carpet?
We have power to accessories, and the fuel pump is kicking on, even the radio comes on...the brake light on the dash comes on...but when we turn the key to start, we get no attempt to start...
Any ideas?
IF there were a problem with VATS the car WOULD at least try to start, right?
Is there an interlock relay were missing?

Where is the starter enable relay located?
91 z28
An *EARLY* 91 (manufactured in June of 90)...and would it be located in the same place on a 90? (just in case some of the wiring on this early 91 might be kinda 90ish...already had an issue with the trunk release solenoid where they changed it mid-production)
We have traced power all the way across to the passenger side, to the Pass-Key module (right next to the computer), the purple and white wire (on the PassKey module) has power when we try to start it, but we cant trace where its supposed to go from there (Starter enable relay?).
We suspect the starter enable relay might be bad?

Is the 'security' lamp going out when you turn it to the 'run' position ? It should within a second or two.

Negative.
The only dash light that comes on (or goes off) is the brake light. Frankly, I dont recall the security light ever coming on. (its been 7 years since this car was running)
We did replace the ignition switch, cause it was frozen solid, I also ordered a 350 chip from TPIChips, and Im positive I had VATS disabled. (will verify)
In that diagram you provided (thank you very much, we have several, but not that one), we have power all the way to circuit 625, thats the black and yellow wire that goes into the PassKey Decoder module.
When you turn the key to start, the test light shows power on circuit 625.
Now we need to trace it from there to where ever it goes?
The starter enable relay?
We tried grounding the blk/yel wire, because it appears that if that wire gets grounded, it would close the starter enable relay, but that didnt help any.

What you need to do since VATS is disabled in the prom now, is just bypass the relay all together.
On a non-vats vehicle, the yellow wire would run direct to the park/neutral switch. Then, out to a puprple wire which goes to the starter.
In your case, for test, if you jumper from the yellow wire to the dark green wire at the shifter, the car should crank granted it is in park or neutral.
If it doesn't crank then, jumper the yellow to the purple and try. If it does crank then, the P/n switch is bad/broken.
The relay in the VATS circuit is just an interrupt in that circuit.
If the passkey module doesn't see the resistance value from the
key, it will not ground the coil side of the relay to close it. The
relay not closed, it disables the starter.
It's an overly complex on/off switch.

You should be able to since VATS is disabled in the prom, the input from the passkey is disregarded.

Does anyone know where I can get a new starter enable relay for a 1989 Iroc? I called shucks and they sayed there is no such part???man they dont know what there doing...........can anyone help me with this thanks
