Re: ACC Fuse
you may have an issue with your horn wiring in the steering wheel or with your horns all together. The whole fuse issue, it's safer to put in a fuse that is smaller than recommended, NEVER larger. If you never blew a fuse in the first place, the horns and/or wiring may have gone bad. Either you can test that fuse block at the ACC fuse opening with a digital volt meter for around 12-14 Volts, or my other suggestion would be check your horns. If your horns are the only thing that is failing in your car, it's most likely independantly your horn system. You can check your horns by taking a testing lead (3 foot or so wire with an aligator clip on each side) and connect one side to the positive side of the battery and the other to the one wire lead going to the horns. Be VERY careful not to make contact with the body of the car!!!! Either that or you can directly put the 12 volts to the horn power input (where the wires plug into the horn) if you don't want to pull a little bit of the wire coating back. If you were to unbolt the horn from the car to get complete access of it...you will have to run another test lead from the mounting tab on the horn to the body of the car to ground it out... I belelive the horn wire is green for reference and your horns are underneath your fender right behind the driver side headlights. If your horns sound when you apply that 12 volts, then you may have an issue leading back into the wires from your steering wheel to your horns.

Figure 57 is a link that shows what your fuse block should look like, and from the looks of it it should be 20 A. If you are friends with the people at advanced auto they may offer some assistance if you don't feel comfortable doing this alone. They may ask you to spend the $3-4 for testing leads, but that would be able to get you started towards your issue.
Hope I've been some assistance.
