The best is to disable it on the ECM chip.
But does your car even have VATS? Your profile says 1982 Z28. The Camaros did not get VATS until 1990.

How much do you want to get rid of?
Just the key reader or the complete system?
You can put a resistor on the wiring that will make the VATS module "think" the correct key is being used

or as stated you can get the VATS function deleted on the memcal (tune ) which removes VATS completely

You can also install a device that supplies the correct fuel enable signal required by the computer

Either way will require you to manually bypass the starter relay also controlled by VATS for VATS to be completely gone

well idk.. im swith to carburated and want to know if i have to get rid of the vats

If you are switching to a carburetor, you will be removing the ECM which uses VATS. Thus, VATS will be defeated by removal.
The only thing you will need to do, as vetteoz already pointed out, is bypass the Starter Enable Relay but that's just a 5-minute fix. Just ground the thin black/yellow on the relay and you are good to go.

okay so i need to know how to test the chip in the key. i tried with a mulitmeter with the switch set on 20k and only got .002 and on 2000 setting i only got .10. what does that mean? all i need to do is find the resistance cuz i already bypassed the start enamble relay.
