Tachometer,lights and pull down motor

So looking over some thing was having issue with tac where it was maxed out found a blown accessory fused replaced which now I have backlights working and semi working tac.
tachometer climbs slowly with engine off.
rear hatch and wiper motor have no activity when checking fuses I noticed corrosion on the fuse of wiper.
gonna check for voltage which will probably be next weekend but primary question is.
is this same symptoms as bad tachometer board or is it cause from v6-8!swap unsure what engine was originally in it and no vins to verify only dmv tag
head light only can get high beams which is all 4 lit up and fog lamps/side markers

Normal... it doesn't have a spring or anything to return it to zero; could drift to just about anywhere

If the tach is from a 6-cyl and is hooked up to a V8, it will read 1.333... (8 ÷ 6) times the real engine RPM. Other than that it will work exactly the same. Has nothing to do with the fact that that type of meter movement has nothing controlling its location when it's not powered.

head light only can get high beams which is all 4 lit up and fog lamps/side markers
Does the dimmer switch click? What happens when it does?

Don’t get a click at all was looking more into it some people are stating it has a switch under the dash(chilton total care) don’t show one in schematic.
i have to bring a dmm next time I am near it .
is there another switch for windshield wipers hidden under dash I should look for as well?

Not a switch "under the dash" for the headlight dim/bright exactly... it's on top of the steering column. It's on the schematic, blee dat.

No switch for the wipers other than the wiper switch.

I’ll look this weekend I didn’t see anything in schematic in my chilton total care.
but I was primarily looking over the wiring diagrams only potential issue I found was either switch or tan wire.

*smh*

There's a dimmer switch. Blee dat. EVERY car since the 30s has had one, in one form or another, since they started being required by law.

Yours is on top of the steering column, like all the rest of these cars. EVERY ONE. Down low, maybe 12" or so above the floorboard. Has 3 wires: tan, yellow, & green. Yellow = 12V from the HL sw, goes hot when you pull it out (hehehe); green is the dim lights; tan is the brights. Just like every other GM car since ... as far back as I know, afraid to be completely honest about that, but which goes AT LEAST back into the 40s.

I check schematic and saw either a switch or tan wire.
had my father in law check he not noticing a click from multi function switch cars at his house miles away makes diagnostics a pain I get 2 hours a weekend to do anything cause of wife complaining

There's a switch.

It's on top of the steering column.

Same as everybody else's.

Not any "multifunction" switch. It's the dimmer switch.

Not sure what schematic you're checking; but if it doesn't show a dimmer switch, either you don't know how to read it, or it's WRONG.

Not too interested in listening to P&Ming about how it's "hard" somehow however. Yeah life sux. Hate it for ya. Either you want to get your car to work right, in which case you'll do what it takes; or you don't, in which case you'll make excuses. Your choice.

It’s from chilton total care.
didnt get time last weekend as I was grabbing other parts to add to my car power windows and overhead console all free of charge.
this car has a lot of fixing to become street legal want everything functional to hopefully have her on road next year
