Orange wire that looks like it should go to battery

I have a 1986 Camaro Z28 that was sitting for over a decade before i obtained it. I am in the process of getting it fired up from bad gas etc... From looking at a lot of videos it appears that the orange wire should of came out of the round splice on the positive end of the battery cable and on the other side it goes straight into the main wiring harness. On my end I just see a orange cut wire and didn't know what its function is.

Orange wire with connector near the battery and below the resevoir.

You are correct. It passes through a fuse and/or fusible link and into the positive battery cable.

TY for verifiying it.

Would you happen to know what it powers?

Looks like the power lead for teh ECM.

Did this car suffer a EFI -> carb swap, or perhaps an "improvement" to the carb by switching to a non-computer-controlled one?

Seems stock to me. Quadra jet carbuerator with 305 motor. There was a wire that was half assed taped to positive side cable with butt connnectors on both ends that was connected to nothing so I assumed it must of gone to wire and battery at some point. Hopefully reconnecting it might help in getting this to run as I have only been able to keep it going with starter fluid.

I reran the ECM line the way it was supposed to be and it ran obviously so much better. I ran the fuel line hose into a five gallon gas can straight to the mechanical fuel pump. The engine now runs solid besides the quadrajet constant clicking when it is powered up and not running yet.
Next will be pulling the fuel tank in replacing it due to age,gas guage doesn't work and the bad gas in it.
I appreciate your time and your expertise as I would still be wondering what that line affected.

With the key on and the engine not running the clicking of the MCS (Mixture Control Solenoid) is totally normal .

Good Job on hooking the ECM's power back up , I'll bet it does run 1000 times better

Very smart using clean gas from a gas can.
