No that is not operating properly.
Is the Oil Pressure Gauge also stuck/ frozen?
If so, there may be a poor connection to the Gauge.

Either it's not getting a good signal from the distributor, or it's not getting a good power / ground through the pcb / clips / poles in the instrument cluster. I'd probably check the wire from the distributor first, and if that checks out I'd pull the cluster and inspect for corrosion (a good time to replace all the bulbs!).

Can you please tell us, how the Tachometer RPM Signal Circuit is wired?
What did you modify?
Where did you install a 200,000 Ohm Resistor?

I added a new 180k resistor to the Curcut Board between pins 4 and 10(replacing the previous 200k), just like the 90-92 mega thread about the issue and it seems to be pretty close to correct now.

If you have an Ignition Timing Light that displays the Engine Speed...
You can compare the actual Engine RPM to your Tachometer RPM.
