Something in the 200 range.
"Police" means nothing, except a lot of idling time and probably high, and hard, miles. It's a run-of-the-mill LO5, which could yield a good shortblock, but don't even consider a performance intake and cam with those swirlport heads.
The TB is worth something to someone upgrading their LO3 to a 350.

It depends upon the particular department, but most police vehicles are well maintained in spite of the hard use. It's probably a good shortblock core, just don't expect to install it as-is with a mongo cam and go 11's with it.

Ford made Police Interceptors, Chevy didn't.
The engine is an LO5 from a 9C1 police package Caprice. The model year is somewhere in 89-93 with the TBI.
The specs on it, along with the differences with the other two LO5 engines (truck, car) are in earlier posts and the engine power/torque specs depend on the model year (injectors, cam, lifters and tuning are different so the hp/torque are also different).
Do a search on LO5 and 9C1 and you'll find what you need.

i am just planning on using it as a daily driver. Just somthing better than the 305. maybe once or twice every six months i would take it to the track.i would just install a small simple cam, intake and polish the heads.and drive it back and forth to work and school.

Go through your 305 heads, including 1.94" intake valves and the aforementioned polishing (bowl blending would be more beneficial), new valve springs, pinned rocker studs; put them on the 350 shortblock with your intake & a new cam, you'd have a nice runner.
Forget the LO5 heads. They aren't worth the trouble.

If it's a matter of money, working on your 305 is a fine idea too. I'm not married to either, both have been made to work especially if it's DIY.
If you do stick with the 305 heads, and port them, tradeoff the cost of installing the larger valves against the need for deshrouding them. They won't flow any better than the stock valves UNLESS you remove metal from the chamber. Other people here have shown that bigger isn't always better when working 305 heads over, but porting always helps.
