having problems with getting mine adjusted right. when i first started the ls6, i set it at 60 psi to be on the safe side. had the car on the dyno getting it final tuned for this fall racing season, and of course its running plenty rich.
put the same FP gauge on it, now it say 64 psi, and the adjustment screw is all the way out? the fuel pressure will go higher, but no lower then 64 psi
could the regulater be bad? i dont have the vaccumm hooked up to is, since thats only for boost reference right?

Are you running a stock pump or after market?
How big is your return line going back to the tank?
What type of guage did you use? a handheld that screws into a schrader vavle or an actual guage that threads into the regulator?
Some guages (mainly talking about the standard 1-1.5" guages that screw into regulators) are extremely temp. sensative, so when first firing you'll have a reading at say 8 psi, after running awhile it'll drop to 0-2psi.
Regardless, it's possible diphram may be leasking internally, might be worth you time to pull it apart to see if there's any pin holes/tears/debris inside hampering operation as they should turn down lower than that since I think most can take it all the way to 30psi no problem.
FWIW on a now high pressure pump, myself and a buddy both ran an A2000 fuel pump, this pumps puts out incredible flow and we both tried the standard holley deadhead reg and it would blow right through it, even with the pump output at only 19 psi. Bought a new Aeromotive regualtor and problem solved. Moral of the story is that depending on the pump, you can easily overrun a regulator.

its a walbro 255 pump. the return line is a 3/8 hard tube, while the feed is a -6an ss line.
i used the gauge that screws in the schrader valve. if there was say a pin hole, that would just let more fuel through all the time? everything is brand new about 3k miles ago when i put the car together. now it just fouls out plugs at this pressure

Has it always had this problem, or have you just recently got it fired up working on debugging?
It's entirely possibe that that reg. was just a lemon, think of all the "new" parts we get from parts stores that dont work right. If it's under the warranty period I would call whomever you bought it from and just get another one coming to swap out and see. Hopefully it's just a blue moon fluke deal, but it should easily take you well below the 58psi that you need to get down to.

it just started acting up at a little over 3,000 miles...
i took the regulator apart yesterday, everything looked right, no holes, debris, or anything. put it back together and the damn thing works perfect again. dont know what i did, but its set perfectly at 58psi now

LOL, dont ya hate when that happens?? Worst is knowing you dont know what the problem was in the first place..glad it's working again.

I have been using an Aeromotive 13301 and have experienced some intermittent problems with FP. Just the other day, I started the car up after it sat for a few days, and it ran lean. My tune is based on 20psi for the TBIs. I looked at the FP and it was barely 10psi. Checked filter, replaced pump. I am getting 12v at the pump harness connector. I can turn the regulator set screw up and down with little or no effect on pressure.
