They should have a electric pump in the tank.

Yes there is a relay in that needs to be powered that would have been turned on by the computer. OR you can pull the pump and replace it with a piece of pipe and let the mechanical pump do the work.

Does the car start with starting fluid?

The pump relay is near the brake booster, looks similar to the fan relay but jumping the wrong one will cause the fan to spin.

If you are using a mech pump DO NOT run the electric pump. The pressure is far too great for the mech pump and the carb. The mech pump will pull gas though, but you will want to remove the electric pump and install a carb pick up.

Are you getting 12v to the coil/dizzy with key on? If its getting fuel check spark.

I just finished my 2.8 to 327 V8 swap and dealt with the fuel issue.

The mechanical pump will have trouble sucking fuel through a turned off electrical pump. Take it out.

Check this link it may help.

What are you using the ECM to control? Are you using a CCC carb?

What RubberDucky said. If it is a ccc carb here is an article about the ecu and how it works. http://performanceolds307.tripod.com/id1.html

I would advise the opposite. The in-tank electric pump is a good "pusher" for the mechanical, and a factory mechanical pump has a regulated return built in. It will work fine.If you're worried about it, put a return-type fuel pressure regulator before the mechanical pump.

You said the carb has fuel, so this is what's important to be talking about.
