best bullets
what are the best bullets that will pass smog for cali are glasspacks legal on smog cars
I guess if you want a raspy crackly sound(glasspacks). Don't think they pass SMOG crap though...Bullets are a bit different, but deff. don't pass smog. Way too loud for daily driving

The cats have to reside in the factory location. If you run a factory style dual cat set-up, then yes it is legal. As for the mufflers, wny not the Magnaflows? A friend of mine has their cat-back on his '02 GT, tiny little round mufflers. More muffle than bullets, not much bigger.

As long as the cat(s) is(are) in the factory location, the rest of the system is inconsequential to the smog test. The only possible complaint would be if you have a bunch of holes in the I-pipe so they couldn't get a good sniffer reading.
The issue with mufflers, and the entire exhaust past the cat(s) for that matter, is with regard to state & local safety and noise laws. Most states require the exhaust to exit beyond the passenger compartment. Many locales have noise ordinances that limit how loud you can be. If you have cat(s) and mount the bullet(s) in the factory location, with tailpipes exiting under the rear bumper, you shouldn't have any issues with smog, safety, or noise.
