Hmm, I ordered the exact same system about 2 weeks ago and everything was in the box. It didn't come with instructions, but they're not really all that necessary. The muffler sucks anyway, it's only a 2.5", just get a 3" inlet with 2.5" outlets. Clamps are no big deal-any parts store or exhaust shop should have them.

Get on the horn with Summit, have them send you a Flow & clamps (have JCW compensate you for the clamps, leave it at that), put it together. Good flowing system, you won't have spent any more money than getting a full catback from anybody else.
Mine had pipes, muffler, clamps, instructions in one big box. The muffler is still in its box in the garage attic.

I just got the 43083. Says 4th gen in description, but is was within an inch of the Pacesetter length. $80 isn't too bad (of course, more than anyone wants to spend if they don't have to).
You don't have to be making 400 HP to justify it.

Look through JC's catalog. They have a 100% customer satisfaction guarantee. I don't remember the time or details, but what I do remember is that for some time you are allowed to just return the item for a full refund. Doesn't matter why you want to return it. I ran in to this when I had a problem a few years ago with them. They denied the return. A year later I went back after it (kind of long story) and was able to get their warranty claims department to ship me replacements. They didn't even ask for the old merchandise back. So keep trying and look for that 100% satisfaction clause.
