Get some sheet metal, w/ a compass, trace a circle for the top hat, cut it out, do the same for the bottom but w/ an inner circle for the carb diameter, cut it out, and then cut a strip to connect the two. Weld a bead along the strip to join it to the top and bottom plates. Drill a hole in the center to run the aircleaner stud through it. Take a piece of 3" tubing (or whatever you're using for the intake piping), bellmouth it to fit the carb hat OD, and weld that to the hat. Drill/Mill/Grind/Cut out the center of where you welded it. Depending on your boost and material thickness, you might need to reinforce it. You're finished. This will take anywhere from 1 hour to a weekend, depending on your competence with metalworking.

The nicer way would be to hammer form a torus shape for smoother airflow, but if you could do that, ya wouldn't be asking here.

3rd alternative is to call Turbonetics w/ a credit card, and $80 later, you get one from UPS.

If you're keeping the boost moderate you can use a plastic one off a TBI Caddy or Dodge motor.

No, I'm saying you can go find an 80's Caddy with a 4.1, 4.5, or 4.9 FWD motor and take the TBI hat off it and stick it on your carb. The flange is the same. A lot of dodge trucks with TBI had a hat that will work too, in particular look for V6 Rams and Dakotas from the early-mid 90's.
