Yeah, what LoopingZ said.
Seriously, get the glue that comes as a 2 part epoxy. One part usually comes in a little white plastic tube, and the other is a greenish-blue liquid in a glass vial with a felt pad on one end. That is the only stuff I have ever had any luck with. Using that stuff, I never had a mirror fall off a second time. I tried some cheap stuff at Walmart once, it came with 2 black plastic mirror mounts and was some kind of gel paste stuff. Dried to the consistency of hot glue and held about as well.
Found a link for the good stuff:

to do the job right its all in the prep. Make sure everything is spotless and free from oil from your hands. Let the glue set up for an hour or so then rehang mirror and you wont have to mess with it ever again.

I tried the stuff from the auto parts twice and no luck, I even let it sit for a couple hours before hanging the mirror and it still didn't hold. So I said screw it and took it to an automotive glass shop, they charged $10. and guaranteed it to hold, problem solved. Later.

The blue vial full of glass with a pad tips works well

Clear RTV Silicone works just as good. Just prep with isopropyl (mirror & glass) and stick it in place holding it up there with Duct tape till it cures.

Loctite. That is what the windshield installers use.

I put on aftermarket mirror about a year and a half ago and the car's been inside a shop in Texas since then (gets lots of heat). I had success with one of the decent looking kits from the auto parts place. Your best advice has already been given: prep the surface well. No oil or residue. Also - follow the instructions on the glue. I let mine dry for 24 hours.

I have also used the Loctite product on about 6 windshields -- and no problems. Just follow the instructions to the letter!!!! It works.

Try calling a glass shop in your area. Every one I have had fall off has been put back on for free cause it's a safety thing.
They might do the outsides too.

There's a guy with a Z28 for sale on ebay right now. One of the things he mentions is that the prior owner attached the mirror by putting a screw thru the windshield! LOL! At least he doesnt have to worry about the glue not holding!!

But he will have a cracked windshield to worry about...
