Two Important Questions.
1. What does the Dashboards symbol "^ Shift" mean? I have searched and googled but cant find it. l
2. I have read that people paint the area, where their dash lights hookup in the gauge cluster, white so it can reflect the Led light much better. What kind of paint and where exactly would I paint?

It's a shift indicator for the manual shift cars telling you optimum shift point for fuel mileage

Your car was most likely originally a manual, you can check your rpo codes to verify.
And yes dont worry about it doesnt have any significance now

what year is your car? Earlier third gens usually have them under the armrest lid on the center console. Later years had them under the lid of the glove box in the rear hatch area. It's just a sticker with a bunch of codes on it, get pen and paper right em all down and then use the rpo checker on the homepage of this site and it'll tell you what equipment your car left the factory with.

just a note: double check the vin number on the rpo sticker to see that it matches your vin. no telling if someone swaped out the console or rear panel unless your the original owner other than that. And for your second question, I don't think they paint them but buy a gauge inlay kit that you place over the black. Still requires opening up the cluster and removing the needles I believe. The inlays have the numbering on them and if you were to pain im sure you'd get paint on some and tring to get it off would probally make it worse.

An easier answer is that the cluster from a manual car was swapped into your car. If the bulb is troublesome, yank the cluster and remove the bulb. If you choose that path, while the cluster is out, you might repair the trip odometer if it's broken--and most are:

If your car has a shift light there is 2 options
either you have a gauge cluster out of a manual car, or your car was a manual from factory,
If your car is factory automatic i dont even think it has the plug in that goes into the cluster for a shift light, So im guessing it came from the factory manual
