Re: tachometer bouncing
I have the same problem. It started after my alternator was thoroughly soaked one day. I figured my regulator was on it's way out but just lived with it. 18 months went by and I eventually changed the alternator but the problem still exists. So I guess that was a coinsidence. I'm wondering now if the Alt simply isn't outputing full current at idle. It would be simple enough to prove - never seem to get around it.
Does your tach needle bounce during lane changes as well (higher RPM) or only when idling at a light?

Re: tachometer bouncing
I was having a problem with the battery discharging at one point. I did what ThumperZ suggested and it turned out that my alarm was causing the problem. I pulled the fuses out of the alarm module and it solved the problem. Do you have any aftermarket alarm or remote starter or anything?

Re: tachometer bouncing
Bare wires for sure are a no-no. But do what Thumperz suggested to work out what circuit is causing the problem.
