Turn Signals are on, but down flash

Turn Signals are on, but down flash
One day i was racing and by mistake i put my turn signal on to get off the track. As im leaving the race track after a day of racing, my buddy pulls up beside me and tells me that my turn signals are not flashing, the lights turn on, but dont flash. Ive check all the fuses and they are good. I am thinking that the relay has gone south, but im not sure. What do you guys think, and where would the relay be? Car is a 1991 GTA Trans AM

There are two small shiny little tin can looking things under the dash up near the fuse box or around the column. One is for turn signals, the other for emergency flashers. They make them blink. One probably needs replacing

It can also be a shorted filiment in the bulb itself. I just changed one last week for the same reason.

my hazards work fine. i was thinking it was the flasher, but i hoped into the car one day, which the time before it wasnt flashing, i put my turn signal one, and they
start working. And it has happened twice or maybe three times where it will stop flashing and then start flashing again.
Im starting to think that my steering coloum is the problem, the high beams will be stuck on (because the rod is too short i think), the cruze doesnt work and my tilt is starting to get slopy.
maybe its time to put a non-air bag wheel and coloum in the car
start working. And it has happened twice or maybe three times where it will stop flashing and then start flashing again.
