HELP!!! Touch up paint and wet sanding! BAD RESULTS!!!!

Okay so my car had a lot of spots that needed touch up. And im only 16,and i dont have 900 dollars to get the car painted. So i did touch up paint. Today i was washing my car and decided i didnt like the way the touch up looked. So i did what i thought would help....I took 3000 Gritt smooth 3M sand paper and used Light circles around the touch up spots,to smooth it out, thats all. Make it look more decent. So i did all the spots. Got all the water off the car
and i instantly Crapped my pants. And almost cried
White, swirl marks...all over my beautiful black baby!
So im really upset. So i take Polishing compound, car color restorer, and 3M Scratch remover. And i spend hours on it
No difference in the appearance
So im mad at myself and freaking out. I got my car as a 16th birthday present. And it was a dream! My dream car ive wanted for almost 7 years!
car sat for 10 years before i got it......and needed(s) a ton of work. Me and my dad have been through Hell fixing up this car.Theres always something that goes wrong
heres 50% of the stuff weve done in the past 2 months of me having the car:
Changed oil
changed Coolant
New bumper
Sanded and polished the rims about 30 times
New antenna
rebuilt headlight motors
patched big hole in the hood
fixed all the dents
Touch up'd all the scratches and parts where the car was wrecked
Fixed door locks
removed the dumbass tint the old owner did
fixed door handle
removed all the rust from the floor pans
removed rust from whole underbody
new fuel filter
new air filter
new fuel pump
new air conditioning system(doesnt work) (still R12)
Fixed vacuum lines
new valve covers
Valve seals
repaired brake lines
new oil pressure switch(?) (looks like a little canister)
Seafoamed gas tank,engine.
Oil sealer
Fuel injector cleaner (2 bottles)
Repaired back bumper
Put on a new exhaust last night
(The old owner took off the stock and terribly welded different pipes together and put a Auto Zone glasspack on it)
New exhaust is a direct fit from auto zone. And new catalytic converter
new spark plugs !! all 8
New side speakers on drivers side
Sub box and subs
aftermarket stereo
Greased EVERYTHING with 3M grease and lubricating oil
Thats almost everything...
The exhaust still needs tail pipes.and the Y pipe needs tightened
then it MIGHT pass emissions
Needs 2 new front tires

We Attempted fixing the dry rotted tires. The guy got all new tires and then left the car sitting for 10 years.
Passenger tire ripped. So need new 245/50-16 150$ dollar tire

And i was in the car today and listening to music, cause i love my car a ton. And the front driver side speaker blew...
So now i have 2 new side drivers side panel speakers
a sub
and the front passenger speaker
thats it
Guys i just really need help...this is too much work for a 16 year old with no money, has school, and has no Third gen experts
Please help.
I would greatly appreciate it
I live in North West Indiana

with an orbital buffer/polisher or by hand? you will be there forever by hand, which is why you see no results

Yeah sure ill get some pics later today=] I tried getting some yesterday, but a mix of a camera flash (Doesnt shut off) The sun,and a black car, makes it so that you cant see the marks too much unless youre in person. The worst spot is on the passenger side rear wheel well.
And yeah juanillox8 Im askin around trying to find a buffer!=P
