Power to weight has nothing to do with CID.
Estimating an average race weight of 3500 pounds for a street car, you need to be putting at least 400 HP to the rear wheels to run 11.99. 3200 pounds needs over 360 HP. The lighter the car, the less HP is required. Trying to achive that much HP with small engines is possible but not easy with pump gas.

I can think of two people that fit your criteria.
Look for Mike Davis on this site...

On the Corvette forum, look for a guy named 'Ralph'...he's also in the high 11s with a stock shortblock.
Now go take your buddies money.

Best E.T. and MPH: 8.35 at 162 MPH
Yeah, I'd say it is possible...

That's hardly "NA".
I'd say it's possible; what I wouldn't include in the possibilities is driving it to work every day.
Don't forget that 11.99->quicker requires a cage.

Has your friend ever heard of a LS1?

There are literaly hundreds of people running 11's N/A with a 3300lb+ raceweight and 3.23 gears.
All it takes is a few grand for some ported heads and a cam and traction.

...this is in 1982...
1960 Corvette, complete and street legal. street driven,3360 # with driver, 283 chevy, 30-30 Duntov cam (read semi mild),
1 4 bbl., chevy iron heads, pump gas..
...avg. when completely sorted 116+ mph / 12.30's thru street exhaust 2 X 2 1/2 " mufflers and on street tires, that's E60 belted,
no "soft" compound. Best 117.20 / 12.19
Car run at Fremont, CA. Attribute this to tireless hours of dye grinding, testing, failing , more work, success, lots more work, more improvement, ...over a 2 year period.
PS For doubters , I still have the car intact.
PPS A fellow ran a 3rd gen (looking) Camaro race car (glass etc. ) 283 motor, 151 MPH!! He was shifting @ 11.500 so pumping some air.

Evidently my first post regarding how my car ought to be in the 11's as soon as a few issues are straightened out was deleted, but I'll add this...
the NMRA F/S guys are running 11's with a max. 310 cubic inches, and stock cams at 3200+ lbs.

Another person who is aggrivatingly close is David91RS/Z28. He is running an efi 355 to 12.0s and pulls over 114! On a stock T5 to boot, so there is alot of improvemt in the launch that is left on the table due to "not abusing" the T5.
Sure he hasn't gotten an 11 yet, but you do the math. Sure its possible.
