Brake problems, someone please help.

My brakes act like they are only working at like 10% strength. Especilly at low speeds, like going through a parking lot or whatever I have to push the pedal all the way to the floor and push on it hard to get the car to stop, its pretty scary. What could this be, I checked all of my pads and they are all in great shape so it can't be them. I was thinking since its worse at low speeds, could it have something to do with intake vaccum to the master cylinder? Any suggestions are welcome!

Almost sounds like the power booster. Do you hear a "hissing" noise from it with the engine running?

FYI, the power booster is the large round thing b/t the master cylinder and the firewall.
