Re: heads
What are your power goals and budget?
I have the same motor swapped into my Camaro (350 TBI, AKA LO5) and my limited-budget plan is to slap on a set of cast iron L98 heads (Not 'great' heads by any means but certainly better than the swirl port heads that are on there) with a Crane 2032 cam. Do a search on this cam, there are TONS of threads about it.
I hope you can tune your own chips, by the way.

Yes. Scroll up to the DIY PROM forum, and start reading everything in sight. Start with the stickies at the top.

Re: heads
You could do that, and it might be drivable, but it will be far from optimal. The only way to properly tune a car is to have the car right there with you and do road test after road test, each time burning a new chip with slight changes made until you get it right. You may find that collecting the equipment, in the end, will be about as expensive or even cheaper than having somebody re-do a chip for you over and over again until you are happy with it.
Trust me, I was in your boat just not long ago. I opted to buy an EBL form DynamicEFI and taught myself how to tune on my stock LO5, that way when I finally do some engine upgrades I will know just what to do and have my car on the road in no time.

Re: heads
Do it all at once: heads, cam manifold, fuel pump, tbi and EBL. I just got done with my build all at once and very happy. I probably should have went with e-tec 170s, but I got these from a fellow tgo member for a good deal.
I picked up John Lingerfelters book about small blocks that gives some good advice with heads and such. One point was to stay with 170cc intake runner heads to build a "fun" street car. He liked the afr 195s, but 200s are intended for larger cube motors. More is not better in this case.
If you are going to want 400hp, the guy I sold my stock vortecs 980s to made 400hp at the flywheel with a 350, lt-4 and a carb. That would be the cheapest route. I would go Aluminum, but 400hp has been proven above with steel vortecs.
I have yet to run my car at the track, completely finish tuning or dyno it, but I am hoping the head don't hurt me too much and that I am somewhere around 425. I am getting 15mpg w/o egr or hiway mode enabled yet. Not to mention I have a bit of a heavy foot.
