I have a stock 1990 Chevy 350 and want to get a carberator and cam
Whats the best setup for a new intake manifold and carberator for the best performance and also what else do I need to upgrade to put a mean cam in?

If you have to ask, you're not ready. Among other things, you need to define what you mean by "best performance" and "mean cam".
"Best" performance for WHAT? A dump-truck? A ski-boat? A daily-driver Camaro? A highway-cruiser? A bracket-racer? What RPM range? What compression ratio? What transmission and rear-axle gears? Are you required to do emissions testing?
Does a "mean cam" make your engine idle like shiit, destroying the catalytic converter, to "impress" people at the Dairy Queen that you don't even know, and who wouldn't know a ten-second car if the bumper smacked 'em in the shins? You'd be better off to just ground a plug wire or two on the drive to DQ, and then the rest of the week the engine could run properly.
Wild Guess: You're enormously better-off retaining the computer and fuel injection; spend your time, money, effort, and enthusiasm to fix it so it runs like it's supposed to.

Get a motortrend subscription and watch Engine Masters. Also check out Richard Holdener on YouTube. There is no best combo when it comes to a fixed intake runner length setup, however there are certainly combinations that are more ideal than others for specific purposes.
