What tourque for screw in studs?

Are you talking about the torque needed to mount the studs into the head, or the nut on the stud to hold the heads on?
When you install the studs into the heads, you should not go over 10 ft.lbs. You will put undo stress on the studs if you go more than that.
The Loctite is not needed either. Loctite should only be used on external engine components that will not see any oil (unless you have a leak
).
But as johnsjj2 said, the nuts should be torqued to 70 ft.lbs. when using engine oil (straight 30 weight).

Sorry, but you got me really messed up now. I just bought screw in rocker studs. I then pulled the pressed in rocker studs out and tapped the holes. I am talking about the rocker stud, not the rocker nut which holds the rocker arm down. I only have roller tip rockers, maybe this caused the confusion. So I gather that 70 lbs is the torque.
